I did not have enough time so Vect_rewrite_line()
is implemented as
  Vect_delet_line()
  Vect_write_line()
and consequently the 'line number' is changed.
You need to implement Vect_rewrite_line() properly
which is not such problem but you must treat carefully
topology update. Please dont use copy-paste
from Vect_delet_line(), Vect_write_line() and move
the topo update to new functions instead.
