[GRASS-dev] new OSX App installer build

More refinements to the OSX app build.  Make bindist creates an OSX  
installer.  This will install GRASS.app (of course), create the / 
Library/GRASS support folder, where modbuild is installed, and sets  
up the Help Viewer link - everything make install does.

TODO: a method to bundle extra binaries, such as gpsbabel, for a more  
portable app.  I'll probably do this only for the installer build.
