Thanks to Hamish and Glynn - making a copy of the installed 
/bin/cygjasper-1.dll as /bin/cygjasper-1-701-1.dll (which cygcheck showed 
to be missing) appears to resolve the problem.

The F7 problems were the result of intrusive debris lying around from 
trying to build QGIS without success a little while ago. So ldd did 
resolve it in less than 10 rounds.
