 When I installed GRASS6.0.3 native installer on Windows-XP then launching
 GRASS with double-clicking the icon, it says "Unable to access .grassrc6"
 because the access denied. The phenomena never happened in using Windows-
 VISTA.
 I checked in tcl-launch and found the owner of the file .grassrc6 under
 Documents and Settings\user is the user myself.
