[GRASS-dev] GRASS 6.4.0RC2 planning

I think we should roll out 6.4.0RC2 since a series of issues where
fixed after RC1. Additionally, the winGRASS packaging could pick
the new RC2.

Today is the deadline for submitting translation updates, then we'll
update the .po files.
Are there other things which need to be done before RC2?
