 well, if it helps, think of it as "layer=none" in a system constrained to
 integers. maybe not ideal, but not totally evil either. A programmer's
 trick which has snuck into the UI..

 ps- something weird with server reboots, ldap, or something, I'm having to
 re-logon into trac every hour or so the last couple of days.
