[GRASS-dev] Translation of NVIZ

As there was an interest in NVIZ translation[1], I started to mark
NVIZ TCL strings for translation[2].
My current approach extracts them into separate PO file grassnviz.pot
[3] to make more easy translation of NVIZ and gis.m, as translations
may differ for both apps. If someboy has objections to it, speak up
now or commit Makefile change before I ask endusers to start testing
of translated NVIZ.
