[GRASS-dev] v.out.ogr: major speed-up to go into 6.4.1?

my opinion: first apply the change in trunk and devbr6. After some
testing it can go to relbr64. Currently we are in RC stage, only
bugfixes allowed. So in the best case it could be available in GRASS
6.4.2.
