 As this question comes up very regularly on the mailing lists, I've tried
 to improve the explanation of the concept of layers in the
 vectorintro.html file. Since this is a difficult topic, I wanted to post
 my proposal here, before committing it.

 The diff is against the dev6 branch, but the relevant paragraphs are the
 same in grass7.
