#1712: i.class program fails to create a new signature file

 Problem:
 The i.class program fails to create a brand new signature file.

 Cause:
 The signature structure is not initialized in the case of a signature file
 not being read in.

 Fix:
 Move I_init_signatures() up, see attachment.
