 the menudata.xml file is correct but is ignored when "GRASS help". Notice
 that when this menu item is selected, "g.manual entry=wxGUI" is displayed
 in the console.

 A guess: this is somehow being rerouted by a command handler to ignore the
 -i in g.manual -i and interpreted as g.manual entry=wxGUI as a default.
