 I couldn't find a way to determine the menubar length, it always gives me
 only the width of the frame itself.

 Is this really a blocker? It's the standard behaviour of wxWidgets. There
 is also some custom menu - wx.FlatMenu - however from the demo I can see
 that this problem is solved only for too long toolbar and not for the
 menu.
