 libintl-8.dll is missing from all current Windows binaries (6.4, 6.5, 7).
 Following error is reported:

 "The program can't start because libintl-8.dll is missing from your
 computer. Try reinstalling the program to fix this problem."

 (I am on Windows 8.)
