Possibly. Run regedit and examine the aforementioned keys.

That would depend upon the details.

If it's a case that's easily detectable and clearly invalid, the
installer can fix it automatically.

Otherwise, it may be possible to have the installer perform a test,
and if it fails direct the user to a "Python on Windows" page on the
GRASS website.

If it's a specific problem, hopefully it should have a specific
solution.
