 tried after cleaning the example:

 v.clean input=streams_oneline_quads at user1
 output=streams_oneline_quads_clean type=point,line,area
 tool=snap,break,rmdupl thres=0.01,0.01,0.01

 v.dissolve --verbose input=streams_oneline_quads_clean at user1 column=dis
 output=streams_oneline_quads_clean_dis
 }}}

 it doesn't help
