 Another idea for maybe accelerating v.net.iso: if only a small subpart of
 the network needs to be analysed, add a flag that creates an output map
 containing only those segments that are within the maximum isochrone
 given, and not all the rest of the network.

 In other words, currently, when a user asks for costs=5,10,15,20 only
 output the network that is reachable within 20, and not the 20-* part.
