I would suggest the main vector menu because it is a vector analysis tool.
Or change Lidar analysis to Point analysis and add it there. Another
interesting module that could go to a new Point analysis entry is v.nnstat
(after a fix to use not the approximate nearest neighbor but the the real
nearest neighbor) from grass-addons.
