 It's possible to create new location based GDAL-supported files, GRASS
 pack files are not supported yet. Eg.

 rass71 -c ~/smetiste/roads_ttb.pack /opt/grassdata/osm1

 Creating new GRASS GIS location/mapset...
 ERROR: ERROR 4: `/home/martin/smetiste/roads_ttb.pack' not recognized as a
