[GRASS-dev] GSoC 2016 application

Hello,

I am Mayank Agrawal, a research student in the field of Spatial Informatics
with bachelors in Computer Science in International Institute of
Information Technology, India.  I am applying for the Webgrass (under GRASS
org) project for this GSoC. The mentor of this project is Rashad Sir.

I have uploaded the draft and it is open for comments. Once all finalized,
I will upload the final proposal. Concerned people, please comment on it if
required.
