[GRASS-dev] Creating manually the cell_misc directory

Dear hard-core devs,

consider a script creating a new Mapset, inside an existing Location.
The `cell_misc` directory is not created.

Might manual creation of it, i.e. `mkdir cell_misc`, lead to problems?
