[GRASS-dev] Move r.stream* family of addon modules to core?

I think there were some other concerns, other devs might know more. They
probably don't have tests, some code clean up needed etc. On the other
hand, it may be worth moving it now to core and then solve those issues.
Won't get into 8.0, but 8.2 may be more realistic.
