[GRASS-PSC] Vice PSC chair selection

Dear Markus and PSC members,

I will gladly step in as Vice Chair to give Markus peace of mind that GRASS is being taken care of
in case anything needs attention at the PSC chair level. 
Our community-based development hopefully won't see
any change and we will have Markus back soon.
