[GRASS-PSC] [Motion] Appoint Markus Neteler as new treasurer

Dear all,

This motion is to appoint Markus Neteler as the new treasurer of the GRASS
GIS project. He volunteered to replace Moritz in the role after Moritz
communicated he preferred not to continue.
