[GRASS-PSC] Last minute question before announcement

To any of grass, grass-addons, grass-website, grass-promo, rgrass, or a
grass related change in qgis... As the relevant repos are already mentioned
in the criteria to be eligible to vote, I do not think we need to further
specify in that sentence.
