[GRASS-PSC] GitHub supports limiting open PRs per user

Hi everyone,




I just found out that GitHub now has a setting that allows us to limit the 
number of open PRs a user can have in a repository.

We can set a maximum number of open PRs per user, and there should also be 
an option to create a bypass list for trusted contributors.




We talked about the increasing number of PRs with Anna and Vashek some time 
ago, so maybe we should consider trying this for GRASS.

It might also potentially improve the quality of contributions if someone 
can only have, say, two or three PRs open at a time, they might be more 
likely to think about what really belongs in GRASS and what might be 
unnecessary.
