[GRASS-PSC] GitHub supports limiting open PRs per user

For now, to avoid a situation where we would get stormed by a single user (and help with the cleanup afterwards), the limit I had set when the setting came out is 20 (to not bother existing collaborators too much). We can choose a number between 1 and 1000.

We can also add users to a bypass list. I didn’t do anything on that, unless I had gotten feedback about the friction. That way we are still “protected” by an account being hijacked, even if was one of the closer collaborators.

We can set a maximum number of open PRs per user, and there should also be an option to create a bypass list for trusted contributors.


We talked about the increasing number of PRs with Anna and Vashek some time ago, so maybe we should consider trying this for GRASS.

It might also potentially improve the quality of contributions if someone can only have, say, two or three PRs open at a time, they might be more likely to think about what really belongs in GRASS and what might be unnecessary.
