Correct, also if any of those files is missing for a particular
language, it needs to be created by the translation team.

let me check the path again.. as Markus lately told me, it would be
better to take from here:

I see the grasswxpy_pt.po was not created yet...
I am not able to make an empty .po file now, so António, either wait
for Markus to create it or, and that's my little secret: take the
Spanish one and rename it and change the header ;) but be sure to
change all the spanish messages :D

yes, and try not to keep the trnaslated files for long time, when you
make a bit, send it, because someone might take it for translation in
the mean time. Then, after commiting the file, take it again from the
repository, cause in the mean time some new messages might have been
added.

You need to create .mo files, what you can easily do with poEdit, just
need to set in preferenses creation of .mo file on saving (you don't
want me to write the path to it in Polish ;)

or if you use a console:
cd locale
make mo

and then copy them to the directory where your GRASS installation is, eg.:
C:\GRASS\locale\pt\LC_MESSAGES\
and restart GRASS
