How large are these areas (in meters)? Could be they are too small for
v.to.rast to covert to an area in a 30 meter resolution, especially if
they are less than 900 sq m in size - there may not be enough area
for v.to.rast to justify calling that cell the given class.

If that is the case, you could:

1. Use a smaller resolution for your raster maps. If you can't justify
the size it would take to store the raster map at the higher
resolution for your default region size, then perhaps
you could use sub-regions to create small patch maps focused on
the areas with the small areas of interest.

2. If you don't want to change resolution to a smaller dimension,
then you could digitze the locations of the areas as sites instead of areas.
