New PROJ.4 release

NOTICE: re PROJ.4 Cartographic Projection Package.

PROJ.4.1.3 has been released on charon.er.usgs.gov (128.128.40.24).
In addition to error corrections, the Laborde projection for Madagascar
has been added, Azimuthal Equidistant has been updated to ellipsoidal
form for Guam and Micronesia systems and the interim manual has been
expanded to 27 pages with new material related to "Programming with the
Cartographic Library."

Next issue will contain initialization file for world-wide grid systems
as well as the Great Lakes grid systems.  Contact me if you need
pre-release info.
