STF1 data extraction

I am a bit confused over which commands are avaiable for STF1 data
extraction and conversion in GRASS 4.1.  The TIGER tutorial illustrates
the use of s.in.stf1 to perform the job, but it isn't one of the
commands listed in the 4.1 manual.  Has v.apply.census been written to
replace s.in.stf1?  Is it possible to use v.apply.census to generate a
choropleth map made from TIGER and STF1 data?  Is there a more recent TIGER/STF1
tutorial than the Sept. 1992 version?
