shifting DLG data

I would recommend checking the datum of your photo data and the DLG to
make sure they are compatible. The DLG is probably NAD27, and your photo
could be NAD83. Whatever the problem is, there are commercial software
programs available (and consultants) that could make the transformations.
Another option is to use NGS Corpscon software or some other program, but
you may need to make a lot of format changes to use NGS software.
