v.import

I am trying to import dlg-3 files into GRASS using v.import.  I have
two files for one township.  One seems to have coordinate information
and the other, attribute information.  I placed the file with coordinate
information in the directory $LOCATION/dlg and was able to import it using
v.import.  However, when I displayed the image and tried to use 
d.what.vect GRASS said that the category and attribute files were missing.
Am I supposed to do something else to import dlg-3 files?  Do I need to
place the attributes file somewhere?
