v.digit and region problem

If I understand your problem correctly, you should be able to use something like r.poly to get a good vector file from the rasterfile you created in the new region.  This would mean running v.to.rast on all the files in the new region, then running r.poly on all the resulting raster files.  There may be another route as well but I think this would give you the results you are looking for.
