Keith, 

I asked this same question quite a while ago and was told that the
lat-lon coordinate system in GRASS is based upon the Plate-Carree 
projection, with the equator as the standard parallel and the 
meridians spaced at the same distances as the parallels, thus 
creating a square grid.

But Michael Shapiro could best confirm this as he's the one who 
originally worked on developing lat-lon capabilities within GRASS.
