ltplus

i'm looking for the source code of ltplus; the file 'chap1.dcx' of the
directory 'incoming/OGI/documents' from max.cecer.army.mil says that
'The most current release of LTPlus will be provided to you upon request.'
but doesn't say how to get it (sorry if i've missed the information).
could someone tell me who/where to contact to get the source code for
ltplus.
