Spatial Data Transfer Standards

As of February 1994 all Federal agencies will be legally required to use the recently
 established Spatial Data Transfer Standards (SDTS) to exchange all spatial data between
 dissimilar machines.  
My question is, what is the status of a GRASS translator (raster & vector) to SDTS?  
Will it be ready by the Feb 94 deadline?
