create a location in lat-long

I am trying to create a location in lat long coordinates
an when I try to create the default location I enter the 
coordinates in this way: 383000 for example, 
it tells me "illegal coordinates".
For east and west I entered the coodinates in the same way
1225230, it did not give me the same message.
Does somebody know how to enter these coordinates?
