In response to your question about v.in.ascii:

You followed the right procedure, but if you don't have the corresponding
dig_att file the raster map you get from v.to.rast has only one category - no
data.

To solve the problem you either get your attribute information or you use
v.digit (for your binary file) and label the categories of your file using the
"on screen" digitising option. After you have labeled your categories you will
have the corresponding dig_att file and when you do v.to.rast you will get a
raster map with the categories you labeled.
