Importing dlg

I am trying to import dlg data into a UTM location.  I tried to
use v.in.dlg but I'm get an error that says my header information is
incorrect.  The dlg format that I am trying to import is in the Standard
Distribution Format. I looked at the Spearfish dlg and it appears to be in
the Character Format which is an optional distribution format.  Can grass
import the standard distribution format or do I have to convert it to the
Character Format?  Is there a program available to do the conversion if it
is necessary?
