PROJ.4.2 release

As promised on 7 Sept. the interim documentation for Rel. 4.2 of PROJ
is now available on charon.er.usgs.gov (128.128.40.24) as the file:

	pub/PROJ.4.2.ps.Z

Because of a broken native compiler on DEC 5000 systems, two problems
may arise in compiling the PROJ.4 library.  Workaround is to use the
GNU compiler by changing line 31 in the `install' script from:

   make install LIB=$lib LIB_NAME=$libname  STRTOD='$L(strtod.o)'

to:

   make install CC=gcc LIB=$lib LIB_NAME=$libname  STRTOD='$L(strtod.o)'
