Anyway, the product is Micro X-Win:

It runs under ms-windows, uses pc-nfs, packet drivers or any of the winsock 
products (I use the shareware Trumpet Winsock), sells for $150 list, $90 
educational discount and 50 copies/$400 educational 'site license' discount.  
I don't know if this rates apply to federal government but you can check with 
them if you like the product.

I'm currently testing their demo, it is in
    
                    ftp.cica.indiana.edu   under   pub/pc/win3/demo


If you use the Trumpet Winsock it has built in slip driver to work over the 
packet driver.
