Use of GRASS shell

When starting the GRASS shell from xgrass4.1 top-level menu, it always
takes the GIS environment from the .grassrc file, irrespective of what
was selected when entering xgrass4.1

Is that the way it is supposed to work, or did I miss something in the
installation procedure?

Is there a way to tell to the shell when you change database, mapset or
location?
