Shaji,

When you import an optional format dlg file, it is in 
UTM coordinates.  The header you created is in lat-long. 

You need to use the UTM coordinates: 

north: 4178342.21
south: 4150401.44
east:  588392.23
west:  566072.83

and you appear to be in UTM zone 10.  

The person who suggested using the command: g.region vect=(filename)
is correct, this will set the region to whatever the region is for the
vector file you created...
