TIGER stands for Topographically Integrated Geographic Encoding
and Referencing. 

TIGER is the name of the geographic coding system
developed by US Census Bureau. Its geographic base files
are called TIGER Line Files.

STF1A is the complete set of TIGER Line's atrributes.
STF stands for Summary Tape File.

BTW, there's a article in the current GeoInfo Systems
on page 49 talking about TIGER Lines and STF1A.
