Location and Mapset access for user groups

You should keep all the data that you want user's to access in the "PERMANENT"
mapset of you location.  Each user on your net should create their own mapset
and make sure they access the PERMANENT mapset (by default or by setting with
the g.mapsets GRASS command).

This is the one of the many functions the PERMANENT mapset serves in GRASS.
