new fp/null update on moon

I have put new update for floating point/ no-data GRASS on moon.
Also I have updated fp_main.tar.Z and fp_alpha.tar.Z to include
new changes. Please read fp.README
before installing the files
Here is a short list of changes in this update (#9)

r.neighbors:

changed to work with fp/no-data
r.recode:
was memory faulting when nrules was bigger than number of hist
lines allocated in gis.h

changed to new site format

i.rectify:
i.rectify2:
fixed bug reading temp file

fixed number of cats when writing and reading cats files

r.stats: fixed a bug: was dumping core

s.to.rast:
now creates foating poijnt maps if site data is fp.

r.quant:
added multiple inputs, basemap parameter, fprange, input range

ported fp changes to DEC alpha
