How to import DLG data in optional format

Hi Casey,
  I placed a file "dlg.tar.gz" on the cast.uark.edu ftp site that you may be
able to use (or scavenge from). Directory: private/outgoing/dlg.develop.rick

I'm sure it could be made faster, but it will compile the multiple attributes
for the dig_cats files whereas v.in.dlg won't. Rick
