tx vector map and v.proj

I'm looking for a vector map of the counties of Texas, just the outlines of
them. Does anyone know where I can get a copy of them in utm. Thanks for
your help.

Also I have some vector maps in utm and need to change them to aea to lay ontop
of some other maps, when I use v.proj it gives me a major axis error of 0 and 
quits.  Does someone know what I'm doing wrong??
