_Read_ permission in GRASS mapsets is controlled entirely by UNIX file
and directory permissions. By making file permissions 644 and directory
permissions 755, any user should be able to use g.mapset to add and read
a mapset. _Write_ permission to mapsets are restricted to the active
mapset chosen when you start up GRASS, which has to be _owned_ by you.
