Problems Accessing GRASS as User

I recently installed GRASS and have no problems running the program as Root.
However, whenever I try to start the program as a user I get the following
error message:

        /usr1/grass42/etc/lock: /home/.gislock:permission denied
        Unable to properly access /home/.gislock

I have gone back through the installation instructions and tried numerous
things to address permission problem but nothing has worked. Anyone have any
ideas/solutions?

I am running GRASS under RedHat 5.0.
